I think yes a B or C cup is small when it's small when it's a 30 or 32. And as Lovingnewtoys said, It's also linked to the rest of the body. For example my sister and I buy the same size of bra (although I should probably buy one size bigger and her one size smaller) and sometimes she even gave me her old bras that are too big for me, but I have boobs althought they are small, and she barely has some. Two persons can wear the same size and have a complete different size of boobs. Also, the size of the cup means nothing when taken alone.
That and the fact that a lot of people don,t wear the right size of bras.
Anyways, I think that everyone who says they have small boobs does, and we can't judge base on their bra size as we haven't seen their boobs in real life.

I get that this probably thread made you angry but You also made me feel inadequate like if my boobs weren't small enough. If we would be talking about big boobs I guess it would be the same. You can say a 36 DD is big as well as a 34 F but you can't say one is not big enough. Anyway it's just my opinion and I don't mean to get you even more angry, just let you know you made me feel inadequate
Im a bra fitter and worked for a high street lingerie store for years. So I suppose in extra fussy about fit. I can easily buy very pretty stuff, but still struggling finding something very sexy.
Unfortunately the teddy I just had delivered is far to big across the back to shape and lift my boobies.
Mamz is correct too. The smaller the frame size the smaller the cup in comparrison. Ie a 30 c cup is the same volume as a 32b, 34a, 36aa
I think for me if I want ultra sexy and absolutely great fit im going to need to pay more
