Just as a point of interest for the people discussing whether to count people who haven't penetrated/been penetrated, the question was about partners, not about sex acts. I personally don't use penetration to determine whether a person counts as my partner or not, and I don't consider penetration to be mandatory for blissfully orgasmic experiences. I certainly don't consider the presence of a penis to be required for all my erotic needs.
